Description

Design and implement integrity checks in the admin.
On detection of integrity failure, assign tags.

First check would be missing surveyor on survey layers.

Integrity checks (WIP, refs #10014):
- Set tags for integrity failures
- Tags on the map: use geometry stored in DB, rather thanrecomputing the center in browser with Turf
- Use pandas for tags
- get_df and upsert_df hstore support
